Question Why is my wireless internet speed way faster when the monitor is turned off?

The cause probably isn't due to the monitor turning off, but every time when I download games via steam and the computer still hasn't gone into a "soft sleep mode" (I really don't know what it's called) my download speed hovers around 1.3 MBps, yet when it does, it jumps up to 5-9 MBps. And once come back to my desktop it immediately drops down to the usual 1.3, why is that?
