Question Why isn't my gpu being used ?

So when I play games there is not any percentage of my GPU being used and a lot of my CPU and my CPU's integrated graphics and I do not know why this is happened I have directly plugged my monitor to my gtx 1060 but this still occurs. But for some reason at weird intervals it spikes up I do not know why ?? But never when I am playing a game.

He has a Ibuypower pc he bought off of ebay, it has a i7 7700, a 120gb ssd, 1 terabyte hardrive, a 3 gigabyte gtx 1060, the power supply is from Ibuypower and he can't find a wattage on it, he's tried minecraft with it, and apex legends and gta 5 (I'm his friend trying to help him

It is plugged into the monitor by a hdmi cable.

if you plug the monitor to the gpu, you are using it.

That shows it is plugged into a port on the motherboard, not a port on the GPU.
Change that.
