why so low fps

i have just recently gotten a new gaming computer i list the specs below:

MSI Gaming N770 TF 2GD5/OC GeForce GTX 770 2GB

Intel Core i5-4430 Haswell 3.0GHz LGA 1150 84W Des

CORSAIR CX series CX600 600W ATX12V v2.3 80 PLUS B

GIGABYTE GA-B85M-D2V LGA 1150 Intel B85 SATA 6Gb/s

Now that i have everything put togeather and have the graphics card driver up to date i try to play battlefield 4 on high and i get around 4 fps while my friend who has not as good computer parts as me gets around 40-60 fps on ultra. Can someone help me figure out what is happening?

Does it always run at 4 fps or does it only drop to 4 fps at times?

Does it only do this in BF4?

You could try searching for a BF4 optimization guide. If you have Windows 7, try unparking your cores.

Run a anti-virus scan/anti-rootkit scan
Check for background processes using task manager
Check to see how hot everything is.
Also check to see if everything is working at a high load when in the game (GPU , CPU) it could be that something is preventing them using their power.
You should definitely be getting closer to 60FPS with that build so something is very likely wrong. If you bought the PC the makers might of installed bloatware so check for that.
Also check that the GPU is definitely powered and connected.

i have done everthing you said yet im still getting low fps could something be bottlenecking?

This could be it.
It is unlikely that a CPU bottleneck would be that bad so I doubt it is the cause.
If the above doesn't help could you post what heat you are getting whilst playing?
