why windows user couldnt access short cut desktop

iam using windows vista operating system.i could,nt access shortcut files on desktop.shortcut picture able to see,but coudn't access what is the solution?

Go to Start > All Programs > Accessories and right-click
on the Command Prompt and choose "Run as administrator".
Type in: SFC /SCANNOW and press your Enter key.

This will fix corrupt operating system files.
