i have a brand new i7 7700k, 16 gb of ram and a gtx 1070. when i play gta 5 at max settings or mostly any game for that matter i cant run it at a solid 60 fps there is always drops in fps down to about 40 fps or so. It is extremely annoying especially that i know that these components can easily handle their own at 1080p gaming.

Okay clean install of windows 10 is a good plan... but keep this in mind.
WHen I clean install windows 10 and try to run games, even if i'm using my computer has has a license, I get crashes for a while.
It takes me a few updates before the crashes stop. Some of these games do not like some of the win 10 patches... also it seems in games like BF, if windows tries to go looking at updates while I am gaming, I will get red or blue screen. In the event viewer, it all happens after windows attempts some SLUI events and fails.

Those crashes have stopped for me though... so if suddenly your crashing on windows 10, don't be too alarmed. Some of my friends have reported getting better performance out of windows 10 over older version. I...
hm well...
that is very annoying indeed! I do not play those games so I cannot comment there BUT.
is V sync on? Have you played with all the graphics settings? I'm guessing since you are using nvidea you have the proper drivers, since nvidea pretty much gets the drivers for you unlike AMD.
How big is your monitor? Your oding 1080 p you say?

DO you have any monitoring software? I hate to say this to people but its a great way to trouble shoot. You need to do a round of memtest86, some furmark and some AIDA64 and or some prime95.

Check those thermals... could be thermal throttling... does it run smooth, then slows down as the game goes? That could be sooo many things but I feel you man.
I have a ryzen 7 1700x 16gig ddr4 at 3200 and a 1080 OC strix, and Bf1 still doesn't run that great in 1080p. It'll drive ya nuts!

Yes I'm running 1080p and a 21 inch monitor. I use MSI afterburner to monitor during gaming so I can see what's going on, the CPU runs about 60 degrees Celsius and the 1070 runs about 80 so I'm not sure if it's thermal throttling. I will also try all of those programs you mentioned and see what comes up. I'm not sure if this is a problem but I am running windows 8.1, I am going to try and switch it out with a clean windows 10 install on another hard drive and see if it fixes it.
