So I'm having a lot of problems with my rx 580 it is underperforming really bad it hits like 40 fps in Minecraft and other games. I'm wondering if it could be a power problem cause it idles at 6 watts and hits max 30 watts in a game. Also it goes from 0 to 100 utilization back to 0 utilization and it keeps doing that. Overall its just been really bad could be CPU problem cause CPU at like 80 to 100 utilization in a game. So should i get better psu and better CPU or is there something else I can do?

Psu: Gigabyte 550w bronze
CPU: Ryzen 3 3200g
Ram: 16gb 3200mhz
Motherboard: Tuf B450m plus
Gpu: Msi rx580 8gb

Solution
Your CPU is being pushed to the limit; you should upgrade it to something like a Ryzen 5600x. Your PSU could also use an upgrade, but on its own it won't help you with your issue. You'll be better off putting money that you would have split between an ok CPU and an ok PSU into a good CPU. An upgrade to a CPU like a Ryzen 3600 will help, but it'll end up holding you back not too far down the road.
