This problem started when I updated my Windows to version 1903.
I had no issues before that.
I checked, it isn't monitors problem, as everything else works fine, I never had problems like that before, it only happens when I open search and generally the whole part down bellow.
I also took some photos just to show how it looks like.
Also it always makes it's way to the weird wrong side "C" shape.

All help is appreciated. Thanks

Here's a thread on the Microsoft forums which may be helpful. One user tracked it down to being part of a NVIDIA FPS counter overlay.

That is interesting and strange.

Could be that the update to 1903 corrupted something.

Try downloading the applicable GPU drivers from the manufacturer's website.

Reinstall and reconfigure.

Then look at any apps being launched at startup. One of those apps may not be playing well with 1903.

Never seen anything like this.
I would bet its a program that starts with windows and customizes some windows graphics features.
right click in the middle of the start task bar:

in Task manager, go to system start/autostart and deselect everything apart from your antivirus.

Restart PC.

does it show up in safe mode?
go to settings/update & security/recovery
under advanced startup, click restart now
PC load into blue screen at startup

choose troubleshoot
choose advanced
choose start up options
click the restart button
choose a safe mode (it doesn't matter which) by using number associated with it.
Pc will restart and load safe mode

still there or gone?

if its gone, its either a driver (unlikely) or a startup program
Try setting PC up for a clean boot in safe mode (or normal, it doesn't matter)
make sure to read instructions and make sure NOT to disable any microsoft services or windows won't load right - https://support.microsoft.com/en-au/help/929135/how-to-perform-a-clean-boot-in-windows

if clean boot fixes it, it shows its likely a startup program. You should, over a number of startups. restart the programs you stopped to isolate the one that is to blame.

I will definitely try that, I'll update my Nvidia drivers first, I ve also never seen anything like this before, I went file by file and deleted and stopped everything fishy that has nothing to do with Microsoft or my games. I was thinking of just installing a fresh copy of Windows 7, but before that I'll update my drivers and try safe mode
