[SOLVED] Wifi only working on some devices in some places

Hello! Here is our problem: out of ten or so devices connected to our wifi, our MacBook Pro (13", 2019, 1.4GHz Quad-Core) only works while within ten or fifteen feet of the primary router, and does not connect otherwise (even when right next to the secondary router), despite showing full wifi signal. This problem does not appear on any of the other devices, including TVs, smartphones, and a MacBook Air. Our router is an Arris TM822, and our ISP is Comcast, if those are important.

What we have tried so far:
*Updating the MacBook to Catalina OS (since apparently we hadn't done that yet)
*Performing a full factory reset on the MacBook
*Resetting the router

I was originally tempted to consider this an issue with the computer, but given that a factory reset was performed & that similar cases to this seem to have a problem with the router, I'm guessing that it's similar to those.

Any help possible would be greatly appreciated!

What is the second router?
Manually set the WIFI channels on both the Arris and the second router. Set 2.4Ghz to either 1, 6, 11 but make sure the two routers are different. Set the 2.4Ghz channel width to 20Mhz or to "auto" if 20Mhz is not an option. Don't set 40Mhz.
Set 5Ghz to a channels to 36 on one and 44 on the other. Set channel width to 40Mhz.
These are all the "safe" values that all WIFI should support.
I would recommend setting the second router to a unique SSID to allow easier debug.
 
Solution
I'm not entirely sure what the second router is -- it is part of the same network, and is connected by wiring to the primary router.

I'll try doing that at some point, although I'll note now that it seems as if the MacBook now works sporadically (a few minutes with wifi, a few minutes without) throughout the entire house.
