In stock form, probably. With a healthy overclock, I would say no.
This, although even the 4690K bottlenecks my 980 in certain CPU heavy games like BF4 and GTA 5 (144hz). It's unlikely it will bottleneck at less than 60 fps in new games any time soon though.
My i7 980 overclocked is bottlenecking a gtx 750 Ti. My claim stands based on prior experiences.
The second gen is quite a bit different from the first gen but I feel like your statement isn't true, what games are you playing and what are your CPU and GPU usages while playing.
There is no way an i7 980 is bottlenecking a 750ti. Those CPU's were paired with cards, faster than that, back in the day. The 750ti is about on par with an old GTX 560ti. First gen i7's were used for reviews of the GTX 580.
