While physically it does fit, it isn't compatible since PCI-E x16 slot is able to deliver up to 25W of power, while the RX 550 needs 50W.Can I install an RX 550 on it? Is it compatible? What other option should I consider?
Where do you get information about how much power is supplied by the PCIe slots? While physically it does fit, it isn't compatible since PCI-E x16 slot is able to deliver up to 25W of power, while the RX 550 needs 50W.
Your only option is GPU that is 25W or less.
Best would be GT 1030 low-profile at 20W,

It's a bit weaker than RX 550 but not much.
Put into Google:Where do you get information about how much power is supplied by the PCIe slots?
Optiplex 390 SFF
Then, one of the results (for me, the very 1st one), has technical *.pdf that you can download. Named as "Optiplex-390-Technical-Guidebook- ...". Download that *.pdf, open it, scroll to page 16 and read the Maximum Wattage specs of PCI-E x16 slot.
