Will a PCI express 3.0 x16 video card work in HP P6716f desktop?

The Spec for this PC says it supports PCI Express x16 graphics cards does that include 3.0 as well as 2.0? Currently have 700w PSU so should not be a problem and currently using GTS 450 video card but it seems to be on last leg, cant seem to keep temp down even with cleaning sink and all new fans.

Motherboard: N-Alvorix-RS880-uATX (Alvorix)
video card: Integrated graphics using ATI Radeon 4200
Power Supply: Internal 250W (100-240V)
Expansion Slots: 1 PCI Express x16 slot for graphics card

Yes it will. the PCI-E X16 slots are all backwards compatible.

Hell. you can run a 3.0 card on a PCI-E 1.0 port if you wanted (with heavy bandwidth limit issues)

Ya. it looks like you got a PCI-E 2.0 x16 port.

Pretty much all medium tier graphics cards will be able to run on it no problem.
