i am gettting a geforce GTX 1070 soon and i would like to know if my i5 7400 will bottleneck it. I have 8GB Ram. and the games i play are rocket league, CSGO and fortnite. on rocket league i would like to get a constant 250 fps, on csgo i would like 290-320 and on fortnite i don't really care. so would i be able to achive these framerates with these two paired together?

No its not, a 1050 will not bottleneck any kind of i5. All Im saying is that a 1070 might be an overkill for the resolution you are playing at. You could purchase a 1060 and invest the saved money into more ram, better cpu, etc.
Rocket league and especially CS:GO are very cpu heavy and video card barely matters for those games. Fortnite is more gpu heavy and getting a 1070 will get a performance increase. As far as I am concerned your i5 should get you over 300 fps in cs matchmaking already. What gpu do you have right now? Bottleneck also really depends on the resolution and the game you are playing.

There is no point in getting such a high-end card for a relatively low resolution like 1440x900. A cpu upgrade would likely have a bigger effect on your framerate.
