Will it stream dual monitor and play new games

It might just get by playing the new games but not dual monitor and definately not streaming high quality.

Maximum this will just be able to play the new games on one monitor.
If you want to be able to stream dual monitor and play the newest games, i suggest.

Any intel i7 CPU.
8-16 gigs of ram (32 if you can)
At least an ASUS ROG Z170 or Z270 motherboard.
Dual graphics cards using the SLI bridge.
At least 1000 watts.
