More than likely yes. What are you doing with PC and at what framerate and resolution?

I'm mostly gaming, I'd prefer at least 60 fps at 1080p

That is definitely a bottleneck. At lower resolutions, the CPU(especially a weak one) is the bottleneck in most cases.

It’s going to depend on the game. Some games will work very well with that combination at 1080p 60Hz. However some newer cpu heavy games are going to run poorly regardless of gpu choice.
