Will my PSU handle new graphics card

Looking at buying a Gigabyte GeForce GTX 960 OC 2GB (https://www.pccasegear.com/products/35965/gigabyte-geforce-gtx-960-oc-2gb) but i was unsure if my PSU would have enough power.

BUILD IS:
PSU: Coodmax 750 Watt PSU
Motherboard: Gigabyte B150M-D3H
Proccessor: Intel Core i7-6700
Optical drive: LG 24x DVD-RW Dual Layer
HDD: Seagate 1TB Sata 3
RAM: 16GB Kingston 2133Mhz DDR4 (2x 8GB)

Short answer, No.

Long answer - maybe it will. But there is high chance it will not and it will kill your components when it fries itself. You will have good cpu, ram, motherboard etc, why not get a good quality power supply? Like EVGA G2 550w.

While better PSU as suggested above is a good idea, you current will work. with the new GPU your system power consumption will be usually below 200watts and at peaks may reach ~250w.
There is a chance that if your PSU will fail, it can damage other components. No one can tell you how probable it is for sure.

It's a bit complicated.
You can achieve total output in different ways. For example high 3v and 5v output which is kinda useless. The important thing is +12V output.
The other thing is quality - how stable the output voltage at different loads, the protection, the durability of the components etc.
Your PSU seems to be of low quality. So it's not recommended for use in gaming rigs and overclocking rigs as they will run at higher capacity. Due to the low grade components and poor design, your PSU can fail and when it does, it may damage your computer. This is very unlikely with high quality components.

would are lower grade graphics card work better or would it still have the same problem

this graphics card is only 120watt - that's on the low side among dedicated side.
Most run 150 and up.
It's not really important what card you will use, your PSU is kinda "I wouldn't use it".
