what speed is your RAM rated at? just because your CPU can SUPPORT it doen't mean your RAM is able to attain those speeds. as mentioned above XMP profile will be your best bet

Overclocking CPU doesn't affect RAM speed.

Only 2 guarantees in life, paying taxes and dying but this CPU is not limited by it's IMC.Remember OC'ing is not guaranteed to work. The Ryzen 5 3400G is still a Zen+ processor. DDR4-3200 is not an automatic given (sometimes it takes some work with Ryzen calculator), some systems could get as high as 3466MHz and 3600MHz is really rare.
My b-die 3600 XMP profile required adjustment before it worked at 3600 on my 3800x. Yet all 3800x/x570 motherboards can run at 3600 without any effort. Just because you have a xmp profile does not mean it will just work. Sometime the memory controller needs a little tlc voltage wise.

I have opposite experience with this setup. I set DOCP/XMP to 3000 and memory to 3600MHz so it works at XMP 3000 values (Cl16 etc.). All possible problems are with MB and it's BIOS, not CPU and IMC.

according to the MSI reps, tehy hit 4400 on the lowest tier motherboards for x570 so that means air cooled
you forgot, zen and zen+ were limited by the normal cores. how do i mean?
on my 1800x, i could easily hit 3600mhz ram stable, but i also had to stay at 3.6ghz all core no overclock no boost. the moment i overclock the cpu, 3600mhz became unstable and would crash. so i had a choice, 3.6 with 3600 ram, or 4.0 with 3200 ram. common sense says 4.0 and 3200. now that the memory controller is on the IO chip and cores separate, the cores can no longer effect memory clocks. Its almost akin to back in the day when the memory controller was on the motherboard (thinking old intel).
So if the reps say 4400 on low tier x570, I automatically assume no liquid nitrogen or any of that special b.s.
