[SOLVED] Will the X570 Chipset along with a ryzen 3700X be able to support dual 1080 ti?

I've been doing some research, and many people are saying the the X470 and ryzen 2000's pcie 3.0 x 8 slots are not enough for dual GTX 1080 TI.

I know that pcie 2.0 x 16 was equal to pcie 3.0 x 8. So will pcie 4.0 x 8 be equal to pcie 3.0 x 16? And will X570 have pcie 4.0 x 8? Or will it have pcie 4.0 x 4?

And finally, will a 3700X in X470 support dual 1080 ti?
