When the game gets better optimized will it be better? And my friend has a GTX 560 Ti and on medium graphics hes sitting at 50-70fps, does a better proccessor improve fps and if so is my proccessor suitable for this game?

Get the r9 radeon 290 $195 =gtx 970 3d mark score :15210
Gtx 960 $209 3d mark score: 10500

just so you know even if you upgrade your graphics to high end, but your current cpu will drag its performance down.
but however you should able to run 30fp-40 fps in high setting with r9 290
because i m pretty much running the same specs as you... if you upgraded to r9 290 however...
thats y i m upgrading my cpu to 4790k XD should be getting 60 fps afterward, especially survival of the fittest i m getting 10 fps!!
the cpu bottleneck is real!!!Anyway,r9 290 is used but it's the best gpu i can pull out of with an extremely cheap price,50% more powerful than gtx 960 with a even cheaper price!! Gpu is super durable and don't break unless it's overheating!i bought 2nd hand pc hardware all my life never run into any problems

You are lucky I would never buy a second hand GPU (or CPU, Motherboard, PSU or anything for that matter)
I always bought them new and the one time I couldn't wait for my new one to arrive so bought a second hand Radeon HD7850 from my local cex store it was broken and crashed the games intermittently.
Some games it wouldn't even play for a few moments before crashing the display driver, soon as new one came the PC was fine.
So I don't recommend buying a second hand GPU ever you don't know if it's been overclocked to hell and back and left running at 100 degrees c for 6 months lol. Oh and it's sooo easy to pass a broken GPU off as a perfectly working one in these stores or online when they only crash intermittently like the one I had, then the next guy who buy's it gets stung, it's not nice I can tell you
I'd rather have it fresh out the box and fresh out the factory like my R9 390X was in june :)
but each to his own
