i just built a pc last week with the same processor. ran it during tom clancys the division. it was bottlenecking my r9 390. returned it 2 days later and went with the i7 6700k. MASSIVE improvement. i would say drop another 100 bucks and get the i7 6700k.

sorry, just seen the reply. yes i did see a fairly large imrpovement. i went from getting 30-40 fps in the division at 100% cpu load with everything on ultra to 60+ fps ultra, with like 40% cpu usage. i even put a live stream up to see the usage and it only went to like 70% cpu usage while still holding the 60 fps.
 


That doesn't seem right...
The i5 should be perfectly fine for The Division... Maybe check out a i5 4690k, that might be a better choice for CPU.

An i5 shouldn't bottleneck your gpu at all
 


The i5 6400's big problem is its very low clockspeed, which is only 2.8GHz when all cores are loaded. At that low a clock speed, it is possible to hit a CPU bottleneck on some of the more CPU intensive titles with an i5. A higher clocked i5 like the 6500, 6600, or 6600k with or without an overclock would do a fair bit better.
