Processor:Intel core i3 2100 3.10GHz
RAM:8 GB DDr3
No. of CPU Coolers:1(exhaust)
Graphics card:GTX 750ti
PSU:450 W
Hard drive : 500GB HDD WD
Can it run games like AC unity,COD BO2,Ghosts,etc at a fair rate like at medium level graphics on a 21.5 inch monitor

And also will removing the side panel of my CPU improve cooling.
Its quite a old PC and i am on a tight budget.

It will depend on which 450W PSU you have. It's all about quality and the +12V rail(s) rating.

Do you mean the side panel of the case? And you should be fine. You may be bottlenecked on some games, but I imagine you should still be able to get 60 fps. Maybe not on something like BF4, but on most games you should be fine.

There will be no CPU bottleneck, if that's what you're asking. And the i3-2100 can even use a faster card than that w/o bottleneck. If you are having over temp problems, then yes... add more cooling fans or remove the side cover.

The size of your monitor doesn't matter. It's the screen resolution that matters. 1920x1080?

Considering its age that old i3 still foes a fairly decent job - yes you'll be able to play everything with a bit of tinkering with graphics settings as long as you don't set your expectations too high.
Medium settings at 30-40fps should be perfectly doable.
