Win 7 Pro OEM won't update to 64 bit

I have an OEM of Win 7 Pro. I eventually want to use the auto-upgrade to Win 10 64 bit. I thougt it would be better to do a fresh install of Win 7 32 bit and update it so I would automatically get Win 10 64 bit rather than try the complicated Win 10 32 to 64 bit update.

I've done a fresh format and install from the Win 7 Pro OEM DVD. Then I booted up with the Win 7 on the HDD and ran Update from the DVD as per the instructions. It which re-installed the OS but it's still 32 bit. Everything I've read says that all DVDs contain both versions.

Any advice on what to do next? Should I try downloading the Win 7 Pro 64 bit ISO and installing that? Will my OEM license still work or does it need the original DVD? Is there any way to force the DVD Update to switch to 64 bit?

I did a clean install. But the only way to install 64 bit that I can see in online tutorials is to run the install, then run the disc and when it gets to setup choose "Upgrade" - there is no option to select which version to install in the setup process and there is only one DVD disc.
