Windows 10: 99% CPU from Client license platform migration tool

Everyday I start my pc randomly ill open task manager and there is 100% CPU usage I look and it says Client license platform mitigation tool so i end task and it stops until next time. Also wsppx is another process running and using 70% disk space i screen shotted and attached.
