Windows 10 installation error code 0x80070570

My friend just bought a pc that we put together with everything new except MOBO, CPU and GPU. I asked the guy we bought it from if he had oc'd his cpu and he had oc'd the cpu to 4.9. The problem first occured when we tried to install windows 10, we get the error code 0x80070570 and it says that it can't read the data or that it may be corrupted. We've tried unplugging RAM sticks and reinstalling a couple of times but to no prevail. The specs are: CPU: i5-7600k MOBO: Aorus z370 GPU: 1060 6gb DUAL OC RAM: Ballistix Tactical 8GB DDR4 3000 MHz. Don't know if the oc can be the problem and we don't know how to get it back to stock settings because he has overwritten all the save files for bios settings. Thanks!

Two potential issues that I can think of. First, did your try resetting the CMOS to get the BIOS back to factory settings? Second, how did you create the Windows installation USB thumb drive?
