Question Windows 10 is not running at the overclocked frequency

I overclocked my CPU from 2.66 to 2.92. CPU-Z was identifying the frequency but not giving proper stress test score. The only time I get good scores is when I run Windows in safe mode. It wasn't always like this, it suddenly started happening one day after booting up my PC. I couldn't figure out whether it was a Windows service or a program that caused this. I tried restoring to an earlier state, but it didn't work.
Edit: Windows never recognized the overclocked frequency before running it it safe mode.
