Windows 10 not booting

When I tried turning on my computer I was logged into a temporary account. I tried restarting the computer but it had an infinitive loop on the screen "Preparing Automatic Repair". I tried to reinstall Windows 10 and now it got to a blue screen where it says something about recovery/repair failing and having two options on whether I want to restart/shutdown or go to Troubleshoot. I tried all the troubleshoot options but they all failed.

I have an Asrock mb and a Radeon r9 280 graphics card.

Any help on how to solve this?
 
Sounds like a hard drive failure to me. I would make a bootable USB that has Linux installed and backup your data if this is the case. You can also check the disk health if you go this route and fix any potential errors.
 
I was able to get to the point where I would be able to get to the Windows installation but it says that it wasn't able to install Windows 10. Would that also mean that I need a new hard drive?
