Windows 10 Repair Loop...Fixed it once only to have it happen again. Stuck :(

I just built my first PC and everything went very well. Installed windows and began installing my drivers and such, at one point I wanted to install new GPU drivers so I uninstalled the old and was prompted to restart. Following the restart my PC went into a Repair loop and after reading up about it online I reset windows using the install disc. Again I spent the time installing all my drivers and such getting everything ready. I uninstalled Avast and was prompted for another restart and following the restart I got another repair loop...

I spent so much time getting everything set twice now and can't force myself to try again only to get stuck into wiping everything again...

What can be done? Help needed, thank you.

I was wondering if you have already tried Booting Your Computer in Safe Mode and then tried re-installing the new graphics card driver?

Let me know if this works for you, or feel free to revert if further assistance is needed.
