Try to run the System & Maintenance Troubleshooter
1. Search for Control panel
2. Change the view by option on the top right to Large icons.
3.Click on Troubleshooting and go to System and Security.
4. Click on Run maintenance tasks.
5. Restart the computer and check if the issue is resolved.
Try doing a clean boot and see if it changes anything - Make sure to read instructions and NOT to disable all Microsoft services or win 10 won't start right -

If that fixes it, problem is likely caused by 1 of your startup programs, slowly re enable services and programs over a few start ups to find the cause.
