Windows 10 Stuck at Startup Screen

Hey there, My friend just reseted his windows 10 with the inhouse system keeping all his files, but when it started again, the screen got stuck in the welcome screen right before you select your profile and input your password.

The mouse and keyboard freeze up when we get to this screen.
We've tryed restarting, cutting the power, and starting up in safe mode, but all to no use.
Does anyone know what may be causing this?. and if you know any solutions please let me know.

Its possible installing new bios will fix it. But its windows so unlikely...

Download win 10 installer from here: Windows Media Creation tool

create USB or DVD (its multi use so if you make many of them from one program)
change friends pc to boot from USB or DVD first, hdd second
boot installer
on screen after language choices, select repair this pc, not install
select troubleshoot
select advanced
select start up repair, this will scan start and maybe fix whatever stopping him - will ask for logon details

hopefully that is all he needs. If not, now since a reset led to this, I doubt another reset would fix it

so he needs a clean start

If this pc had win 7 on it before win 10, and he clean installs win 10, it will ask to...

If this pc had win 7 on it before win 10, and he clean installs win 10, it will ask to delete all his partitions as win 10 uses different partitioning scheme to win 7 So back up everything he wants to keep before next part
