Question Windows 10 stuttering really bad on Ryzen

Hi all!
Built a PC a few months ago and didn't really seem to have any problems for the first few months but now dragging a file explorer window across the screen or opening tabs is incredibly slow. I would describe it as windows having a "stroke". I did just install a M.2 drive a few weeks ago that was not part of the original build (I dont think this can be the cause). Funny thing is that this stutter doesn't translate into gaming or other applications. ONLY when i'm moving a window across the screen or opening a window. Things like control panel also take forever to open and at some points they flat out crash if im doing two things at once. Thanks for the help in advance!

PC Specs:
CPU: Ryzen 5 2600
RAM: 2x8GB DDR4-3000 G.Skill TridentZ
GPU: Red Dragon Vega 56 8GB
MOBO: AsRock B450m Pro4
HDD: Seagate Barrcude 3TB
SSD: 120GB SATA SSD (Windows install), 256gb m.2
and a 550W power supply <--- Could this be it? i originally had a RX570 which ran fine. Maybe too much power draw?
