Windows 10 Time Always Wrong

I just reinstalled Windows 10 on a refurbished motherboard and the time is always wrong after I shutdown my computer. It will be off by a few minutes. Sometimes by an hour and a few minutes.

I just replaced the CMOS battery with a new one but the time continues to be off.

I keep changing the 'Windows Time' service in services to automatic, but if goes back to manual after I restart.

And of course I've tried to set the time to automatic in the date/time settings also.

Any ideas?

Nothing seems to work.

It's a corrupted Bios , happened on an Asrock board I owned , had to RMA it , nothing could fix it.

How come this is the only thing affected?

Not sure , I tried every fix on the web , none worked , new board they sent was fine. I have come across this 3 or 4 times.

I hit the CMOS_SW on my motherboard and it seems to have fixed the issue. I'm not sure why I didn't try that first. I thought removing the CMOS battery would accomplish the same thing.
