Windows 11 23H2 is a lie?

I have a feeling that Windows 11 23H2 is not for everybody. On my Minisforum 480XT with the Ryzen 4800H cpu installed the 23H2 update okay but I don't have Windows Co-pilot enabled, not even an option in control panel. On my older Ryzen 3600 with Gigabyte 450M ds3h, it won't even upgrade to 23H2. I downloaded the 23h2 to a usb stick and try doing a clean install and it installed the 22H2 instead. Was excited about it but it will be some time when Microsoft will update this 23h2 to enable for all computers.

Updates like this are NOT rolled out to every system on the planet at the same time.
My main system has it, my Surface 3 Go does not yet.
