Question Windows 11 Install probs -- I'm out of my depth!

Guess I'm a bit out of my depth. Have had a long haul building a new desktop PC for my son. Finally got all the components together, managed to flash the BIOS, assembled all the new drivers but came to a standstill trying to make a bootable USB for Windows 11 install. Have tried Windows Install Media Tool, Rufus and from Command Prompt but get strange error "We are unable to complete your request at this time. Some users, entities and locations are banned from using this service. For this reason, leveraging anonymous or location hiding technologies when connecting to this service is not generally allowed...." This long-winded error is really short on pinpointing what the problem IS! I'm not trying to hide or mask anything. No VPN or phony anything! I bought a perfectly legal Windows 11 Pro Plus license but haven't even got to the point of entering the code or installing the program! Any ideas what I'm doing wrong? I'd really appreciate some help! Color me confused in The Land of Enchantment! (New Mexico, USA)
 
kerberos_20 you are right! It turned out that using Firefox browser caused the error. Microsoft absolutely wanted only the Edge browser! Instead of the long confusing error message they could have said so. Thanks so much!
 
After changing browsers got USB set up and it quickly installed Windows 11, but now on POST get a CPU FAN ERROR which searching says is common with ASUS Motherboards. Playing with fan speeds did not fix this. I have a Corsair AIO H100i with 2 fans on radiator that were connected to the Commander CORE per Corsair instructions, but ASUS motherboard user guide says to connect fan cables to fan connectors on motherboard.

cpu fan header should be populated, corsair manuals do mention that

• Connect pump tach cable to the CPU_FAN
header on your motherboard (figure 1).

commander core use just for rgb cables and other non cpu fans
 
The Corsair cpu cooler I have is an iCUE H100i ELITE CAPELLIX, not a H100i PRO RGB. The two ML120 RGB PWM fans sit below the radiator drawing in air from the case top. The pump tach cable (a single wire) goes to a 3-hole female plastic connector that is to be connected to CPU_FAN header (has 4 pins) The two fans each have a FAN and RGB 4-pin lead which plug into the sides of the Commander CORE which is connected by a 24-pin pump cable. Isn't the problem with the CPU_FAN due to a 3-hole connector going to a 4-pin motherboard header? I have posed the question to Corsair, but with no reply so far. Your help and time is greatly appreciated, but I remain uncertain.

technically it shouldnt be an issue, that single wire is rpm readout from pump

look in bios if it shows rpm from cpu header, if yes, then change low rpm limit to ignore
