(Windows 7) PC won't recognise admin

This all started when I was trying to delete some files that needed permission from trustedinstaller, and I tried to change the permissions. I wound up making some changes that I couldn't undo and confusing myself (despite following online advice to the letter) ,so I moved the important stuff around, reformatted the HDD and reinstalled windows on the SSD. Things are working fine now, but still when I want to move some things from SSD to HDD, windows asks permission from administrator; my account is admin, and I've already opened the default admin account through the command prompt and it doesn't recognise that either. It isn't all files.

I'm testing whether my attempts to fix this are working by trying to move Avast Software from Program Files on my SSD to my HDD. When I try to change the permissions to alter these files, it tells me an error occurred, access is denied, and it can't save the changes.
