Does windows 8.1 one have some type of office on it making it available to use to right essays or research papers? if not then what can I buy to have such office software?

WordPad is still part of Win8. Not very fancy but it works

you can download openoffice for free

You can buy Microsoft office, might check to see if your school or work has Microsoft HUP. I was able to get Office for 2 pcs for $10 that way.

Otherwise you can download libre office for free and set it to use normal Microsoft extensions (docx, xlsx, pptx) as default
