Windows 8 auto repair loop, nothing works or i dont know what im doing, please help

So I was updating Windows 8 to 8.1 and when I restarted my PC the infini-repair happened, I've tried many things (Different commands in cmd, tried restoring, reseting, as well as booting from an .iso file off a USB) but none of the have worked (obviously), if anyone knows how to fix the issue please help

how did you create the usb install media?

use rufus to successfully create the windows usb flash drive, booting from it
