Windows Boot Manager 0xc000000f Error

When i try to boot up from my bootable USB flash drive i created to install my windows 10 product key i got the error:

0xc000000f

Recently i got rid of my Windows 8.1 Pro Software and the HDD it was installed on as it was a broken hard drive (Has now been returned)

But i cannot seem able to boot from my USB to install new software now. It says this:

Windows failed to start. A recent hardware or software change might be the cause.

I know this but i want to boot from the USB not get this error message. How do i get rid of it?
 
Solution
You are still getting that error because your PC is not configured to boot first from the pen drive ahead of every other boot device, so it's still booting from the hard drive.

You need to bring up the Boot Device Menu at boot time, then select the USB device with up/down arrow keys, then press <Enter>.

The Boot Device Menu is usually invoked by pressing & holding F11 or F12 at the motherboard splash screen.

If F11 doesn't do it, reboot and try F12. It's one or the other, depends on the manufacturer.

If you can't get into that menu, go into BIOS Setup and change it there.

Solution
I have the same problem except mine isn't so easy to fix. I bring up the boot manager (f12) *important* every time I start up my machine. It is as if the setting is never changed. http://imgur.com/a/TjP4I

For clarification, every time I turn on my machine, I get that message but in order to get away from it, I hit escape and mash f12. Then I select my ssd. Every time.
