Windows cannot identify my secondary HDD

I don't know if I did something wrong or forgot a step but here's what I did.

Formatted the old HDD and deleted all partitions and then made 2 partitions (they were identified as primary) , unplugged the HDD and plugged in my new SSD , installed Windows and other stuff, turned off the PC and plugged in the HDD.... Went to BIOS and changed the boot sequence (DVD/CD then SSD then HDD).

But i can't find the partitions in the PC nor I can't find it in task manager (all I found was Disk 0 which is the SSD )

did you check your Disk Management tool? (press winkey+xk) does it detect it there?

Ok I restarted the PC couple times and now I found them but Disk 0 became the HDD and Disk 1 is the SSD.... Is that normal ?
For ssd to switch from disk 0 to disk 1

well if everything is working normally for you, then you shouldnt bother with it. some BIOS will not take into account your sata port number to coincide in the same order that appears on your disk management. it can be further explained here.
