Windows dragging windows glitch

When I drag a window of any program, instead of the entire window dragging and following my mouse, all that moves with my pointer is a frame of inverted color that is the size of the window I tried to move. It isn't a solid block of inverted color, its about a mm thick line on all 4 sides, and the center of the window is see through. As I drag this frame, the window stays stationary where it was, and I can still see it there as I move the inverted colored frame.
Once I let go, the inverted colored frame fills back in instantly, and the window or program transports straight to where I dropped this transparent frame...
Something is wrong with my window dragging animation, this is a new installation, and I just got an Asus Z97 Pro and 4790k. What could cause this issue?
I'm on an r9 290 and driver 14.6 beta. Haven't the time to reinstall drivers yet. Is this a common occurence? Is there a fix? Windows 8.1 OEM from disk, all updated.

Actually I fixed it.

Turns out in performance options, under visual effects tab, its actually an option...
Mine was checked to fill windows while dragging, but it was bugged
My solution...
I haven't seen an issue like that since I had some really old dell's back before I built my own pcs. Usually it was due to a lack of resources whether it be ram, cpu speed, gpu strength etc. Based on what you've shared that shouldn't be the issue. What kind of psu are you running? I doubt that's an issue and it's most likely a driver related issue or perhaps your bios needs updating but in any case I just want to rule out that your otherwise strong looking specs that your psu is up to the task. Also how much ram are you running and what OS?
