Windows failed to start. A recent hardware or software change might be the cause.

Solution
Three prevailing theories:

1) You botched a Windows Installation
2) You changed some hardware or hard drive partitions that affected your Windows install
3) You changed your BIOS' Boot Order

Only thing you can do here is a clean install of the OS. This will address the first two theories. If that doesn't work, you can change the Boot Order in your BIOS.

It's always recommended that you back up your PC before making any changes like this. Recommend using Rollback Rx or Macrium Reflect, or because both are free I'd recommend you use both utilities for added protection.
I didn't quite understand you tried to create a new partition on your hard drive , which already had a windows instalation inside, and install another copy of windows there?Where did you try to do it while you were booted with windows instalation cd? Or while you were in Windows?
