Windows fight for fps

I had Win7, and it was working great with CS:GO on my semi-shitty PC (1080p, Shader Detail - Very High, the others on low) at 100-120fps without any drops. Then my PC started lagging at 70-90fps with drops at the same settings. I upgraded to 10 and two days it was at 110-130fps and then again lagging. I reinstalled 10 but this time I made a horrible mistake, a formatted C: and all my settings were gone. Now, even worse, I haven't had the settings and it was lagging too much. I cleaned the PC and my PSU almost died ( it was the Easter Eve) and like magic it revived 'till Tuesday. Anyways I changed it and now its working properly with 100-120fps. The question is if I can get any better?

Not sure what you are asking here or what you did or what your computer specs are.

You were running at 100-120 fps, and you are not running at 100-120 fps, so how would it get better if you did not upgrade anything?
