Hello,

Trying to upgrade a piece of software (does not matter what). When upgrading to a new version (that requires uninstalling the old one) it the exe info still says the old version. Support is claiming that it's actually the new version.
It installs the software in C:\Users\x\AppData\Roaming\ not Program Files.

Could Windows have saved the install kit for the older version and and is installing the older version, even though I'm using the new version exe to install?

could be company are using the old installer and just updating some of the files - that is one possibility

it depends if its a driver or just an application. It may have a copy of the old driver in the driver store but it won't have any application install data.

Probably that's the case.
