Question Windows shortcut key issues Help

Hello,
I have a Dell Inspiron 3H60 15-7568. I just had a Windows update the night before I replaced both the touch screen bezel and LCD display. Now when I power it up it appears that the windows shortcut keys are always enabled. If I hit just the “E” key I get file explorer. If I hit just “L” it locks my screen, “P” opens the project sidebar, “T” cycles through task bar icons and the “enter" keys do not register. This is true for both when I physically touch these keys or when I click on them on the On-Screen Keyboard. When I turn on the Caps lock and then hold shift and hit L, P, O, T they register and are shown as lower-case l, p, o, t but the enter key still does not work.
• Things I have tried that have not worked:
• Restored to a previous version of windows prior to last update.
• Hit shift key 5 times and unchecked everything.
• Unlocked sticky keys.
• Uninstalled keyboard drivers and reinstalled, device manager says keyboard is working properly.
• Windows key does not appear to be physically stuck; I can hear and feel it click when pressed.
• Tried remoting into laptop and entering Win +E keys to unlatch and hitting a single short cut key on remote laptop causes the same response.
• Ran keyboard troubleshooter under update & security it says everything is fine.
• Plugged a different keyboard into laptop and the keys acted the same as on the laptop.

Any ideas or suggestions on how I could try to remedy this would be greatly appreciated. I have spent hours on forums and searching for solutions.
