Windows slow and unresponsive while programs work fine

I ran sfc /scannow and got this: http://imgur.com/BrDNJMJ

I then proceeded to run "DISM /Online /Cleanup-Image /RestoreHealth" and got an error:

Error: 0x800f0906

The source files could not be downloaded.

How do I fix this? My windows update seems to be broken as well. Start menu won't work. It all went south after using CCleaner on my PC.

UPDATE: I ran this: https://support.microsoft.com/en-us/kb/971058 It says it repaired Windows Update components but I'm still getting the error when trying to run "DISM /Online /Cleanup-Image /RestoreHealth".

If you use the registry option in ccleaner you probably deleted something that screwed it up

That error may have something to do with .net framework 3.5. Download it manually if it's not installed then run it

Downloaded and nothing happened when I ran the .exe.

UPDATE: Reinstalled windows 10 from usb and runs a lot better now but the start menu still wont work. The slowdowns are gone but the start menu and search bar wont work.
