Question Windows system not fully working ?

Hello! My dad recently asked me to help him with his pc and i have tried to fix the problem but i cant figure out how and what to do.

He has a Windows 10 PC, nothing fancy or anything, but somehow he cant open the start meny neither by the button or via keyboard.
Most of the apps on the desktop are clickable and start but some don't.
cant click or interact with the taskbar at all.
I can ctl-alt-del to get out to open up the task manager.
I cant open pictures and dokument. Getting some error and a grey X on the bottom of the minipic in folder, but i think that has something to do with sync of onedrive or dropbox or smth.
I tried restart, i tried i safemode, i tried repair Windows and HDD but nothing.

Anyone have any ideas what i can do?
I want to reinstall Windows only as a last resort.

You state your dad's PC is on Windows 10, which version of the OS are you on?(Right click Start>System>Windows specifications section.

If you're able to get into Safe Mode, I'd advise you backup all mission critical data, then reinstall the OS after recreating your bootable USB installer for the OS.

OneDrive. How much space is free on your C drive?
