Question windows takes too much times to boot

So, i built a new PC Set up windows on my m.2 sata drive start windows and everything was perfect and it run perfectly and boot time was 15 - 20 seconds. i installed Adobe softwares and all drivers and some games but after few days i open dolby software in windows it asks me to restart my PC to set up dolby. after the restart i saw something unusual first normal windows boot screen come with windows logo and white loading dots. then screen turned black and then there was a black screen with loading dots and it took about 15- 20 minutes i thought it was in boot loop there for i tried repairing windows still the same so the i just waited and after 20 minutes i was in windows so i reinstall windows and keep all my files safe.

after the reinstalling there was loading dots with black screen but was there for only some seconds. after again i installed adobe softwares and games and drivers and when i restarted it it was normal but after some days of usage when i turned it on again there was that screen this time it was there for about 1 -2 minutes only. but still such slow boot on windows. why can anyone tell me.
is it because of virus or what is causing it is it because of that i opened some websites which have virus or should i need to format boot drive (which i don't want to use). please give me any solution there are websites where i have to go even if there is virus. tell me what i can do main thing is it only happen after i installed the necessary apps.

i am unable to uninstall adobe GC invoker and what are these programs in Startup

startup option shows bios boot time was 14 seconds

Install Malwarebytes, boot to safemode and do a complete c:\ scan also do a virus scan.

If you are infected (hope not) a windows reset wont help. If infection is real, do fresh full reinstall.
Can you explain me fullbprocedure please also tell me how to boot into safe mode and also tell me if i am not infected then what can i do solve it

Restart pc, repeatedly tapping F8 after bios splash screen. You'll have a list of options. Use keyboard arrow key to navigate and hit enter on safemode.

Run Malwarebytes and Windows defender virus scanner.

Do that first.

If infected, hopefully Malwarebytes/Windows virus scanner fix it, if not reinstall Windows.

If not infected, something has gone wrong with software and if reset couldn't fix it then theres no use trying to figure out why, best reinstall Windows.

Im assuming you know how to reinstall Windows from scratch seeing you built the machine.

I have tried everything but still it doesn't help still there is same window popping for more than 10 min or so. Help me please i need help

So i do many things again so i reinstall windows and even after formatting my boot drive and installing windows again my old desktop wallpaper was still there and i was fking shocked. Still my PC was faster and boots normally and as soon as i installed all my necessary apps it again started i mean just windows logo with loading dots for about 2 sec. Then loading dots with black screen for about 10 sec thing worth noting is that it only does that after i install my apps. I know that time is not much but something that confuses me is that it should load windows with that windows logo
 
any extra devices attached? say like speakers or printers or external hdd? only have essentials attached at startup, so mouse/kb and one monitor

it could be PC is waiting for a device to answer

what apps?

try doing a clean boot and see if that fixes it - read instructions and make sure NOT to disable any microsoft services or windows won't start right - https://support.microsoft.com/en-au/help/929135/how-to-perform-a-clean-boot-in-windows

if clean boot fixes it, it has to be software that starts with windows, so need to work out which one. Slowly, over a few start ups, add the programs you stopped via the clean boot and figure out which it is. I could guess its the dolby software given its what started all this.

if it only starts after applications installed, it has to be software? or maybe drivers that the software installs that is wrong.

what are specs of the PC? DO you have latest BIOS for motherboard?
