Hey everyone, i just built a new computer last week and I'm having some issues with windows. Whenever I do a complete shutdown, and then startup my PC again everything is fine. However, when I do a restart, the comptuer always hangs on the windows " welcome" screen for a little bit longer after signing in, then once I am on my desktop, my task bar is completely blank and I'm unable to start any programs forcing me to have to shut down the computer completely and restart it. Any advice?
