I installed and used Paragon Migrate OS (Windows 10) to SSD 4.0 to migrate my Operating system to my ssd. I had 445GB on my 1 TB HDD and my SSD was a 500GB version. After going through all the steps I restarted my Computer and when I try to boot up on my SSD it says it cannot find my operating system and when i try to boot up on my old HDD (Which I did not delete the files to) it takes me straight back to my BIOS

What OS are you trying to deal with? It's never a good idea to migrate your existing OS install since glitches can and will happen and you've spent a good number of hours ripping your hair out in frustration. You should, instead, opt for getting a clean install of your OS onto your new SSD while you've managed to backup any/all critical data off the previous installation drive.

On another note, have you tried reinstalling your OS? Do you have a bootable installer disc at hand?

At the end of the clone process, did you power off and REMOVE the HDD? Allowing the system to try to boot from the SSD?

If the HDD is still bootable, try it again.
Just like this:
-----------------------------
Verify the actual used space on the current drive is significantly below the size of the new SSD
Download and install Macrium Reflect (or Samsung Data Migration, if a Samsung SSD)
Power off
Disconnect ALL drives except the current C and the new SSD
Power up
Run the Macrium Reflect (or Samsung Data Migration)
Select ALL the partitions on the existing C drive
Click the 'Clone' button
Wait until it is done
When it finishes, power off
Disconnect ALL drives except for the new SSD
Swap the SATA cables around so that the new drive is connected to the same SATA port as the old drive
Power up, and verify the BIOS boot order
If good, continue the power up

It should boot from the new drive, just like the old drive.
Maybe reboot a time or two, just to make sure.

If it works, and it should, all is good.

Later, reconnect the old drive and wipe as necessary.
Delete the original boot partitions, here:

I did try removing the HDD and putting the SSD into the old SATA cable. It still did not work, saying "An operating system was not found" The issue with downloading marcium Reflect is I cant get on my computer that has the SSD to do that, I cant even get to a log in screen. It still doesn't work when both of them are alone, and if both of them are together, even from selected booting.
To the earlier post, I got Windows 10 from a download, and I cant get onto my computer that needs to get the fresh one. How would i get the fresh Windows onto either my HDD or SSD if its connected to the other one, and I'm using my laptop

I got it from this site called "Kinguin" I had never heard of it before so I was skeptical when I bought it, but i went to the Microsoft support site and Microsoft had went through and checked my the OS and it was legit, I have a picture of a product key for windows 10 pro.

Kinguin only gives you the (usually bogus) license key.
You get the OS download direct from Microsoft.
Via this: https://www.microsoft.com/en-us/software-download/windows10

Now....give us a full recap of what you have, what works, what doesn't work.

So,
I bought the OS when I first built my computer last year. it was windows 10 home, not pro, but this pro key seemed to work and was working fine for the last couple of months. My computer was working fine, everything booted up correctly and ran fine. I wanted to get a bit faster so I bought a 500 GB Samsung V-NAND SSD 850 EVO.
Before It came I was reading online and watching a couple of videos and some people had this software called Paragon Migrate OS to SSD 4.0 and downloaded that. I followed what the video did, and it looked like it was moving all of the files correctly after I restarted it. When it was finished it restarted again, but when I went into BIOS and chose the SSD to boot up it said "An operating system was not found" I was confused so I resarted again I this time chose to run from my old HDD but when I chose that the screen went black for a second then goes right back to the BIOS screen.

I reset all the defaults on BIOS and put it in the regular configuration, and when I try to boot up with the HDD the screen goes black for about 2 seconds then immediately goes back to BIOS with no explanation.
Im guessing it failed somewhere because I feel like I did it all correctly, but you never know

At this point, you're probably left with just a clean install on whichever drive you choose.
Cloning usually works. Usually.
