Windows won't reinstall

I have just built my new system, I managed to install windows 8.1 for the first time. However, when I try to reinstall it for the second time, the monitor won't display anything. The computer turns on but there is no display. I left the CD inside before restarting and as the computer turns on, my monitor does not detect a signal.

Normally, my computer will detect the Windows CD and do a fresh install. This time, nothing happens. I am also unable to install anything. It seems all this problems happen when I swap the path directories of downloads in regedit. I am now no longer able to run regedit too

I can't enter the BIOS. I am using the Gigabyte Z97X UD3H and to activate the bios, I was told to hold down the DEL key. The monitor still doesnt show anything and I am also using the Samsung 840 EVO SSD

dont hold it down, just repeatedly press del or F12 while starting up the PC. If that doesnt work try clearing the CMOS.

First off, do not do that. In general, a really bad idea.

Second - How does booting directly from the DVD not work? That has nothing to do with 'Windows', but rather the BIOS.

Ok, now whenl i repeatedly tap the keys there is a black screen and nothing happens. The parts are all working.

Clear the CMOS ( reset mobo to default settings) and try to get into BIOS. If you dont know what to do check you motherboard users manual!

I figured it out Turns out I connected my monitor to my MOBO's HDMI port and the display output was coming out from the GPU's port. After I swapped it out I worked fine.
