Windows won't reinstall

I have just built my new system, I managed to install windows 8.1 for the first time. However, when I try to reinstall it for the second time, the monitor won't display anything. The computer turns on but there is no display. I left the CD inside before restarting and as the computer turns on, my monitor does not detect a signal.

Normally, my computer will detect the Windows CD and do a fresh install. This time, nothing happens. I am also unable to install anything. It seems all this problems happen when I swap the path directories of downloads in regedit. I am now no longer able to run regedit too
 


I can't enter the BIOS. I am using the Gigabyte Z97X UD3H and to activate the bios, I was told to hold down the DEL key. The monitor still doesnt show anything and I am also using the Samsung 840 EVO SSD

First off, do not do that. In general, a really bad idea.

Second - How does booting directly from the DVD not work? That has nothing to do with 'Windows', but rather the BIOS.
 


Ok, now whenl i repeatedly tap the keys there is a black screen and nothing happens. The parts are all working.
 


I figured it out :) Turns out I connected my monitor to my MOBO's HDMI port and the display output was coming out from the GPU's port. After I swapped it out I worked fine.
