Windows wont Reset, Restore (System Thread Not Handled)

Hello,

I added 2 more fans to my PC yesterday evening with spiltter fan cables (MOBO only had 2 fan slots). This morning when I went to turn on my PC it had an error labeled "SYSTEM THREAD NOT HANDLED" after this had appeared my PC was attempting to diagnose and fix itself to no avail. I have not seen this warning since, after the rest of my restarts. Now, when I attempt to restore, recover, or factory reset my PC there is an error with everything. Also, when I try to restart into safe mode, it just restarts like every other attempt. I am unsure as to what to do now, or what the problem is.

Windows 10

Fans Installed (If it even matters)
Cosair AF140

if anything on C drive you want to keep, try this: http://www.howtogeek.com/howto/windows-vista/use-ubuntu-live-cd-to-backup-files-from-your-dead-windows-computer/

On another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB

I would do a fresh install since reset isn't working
change boot order so USB is first, hdd second
boot from installer
follow this guide: https://www.tenforums.com/tutorials/1950-windows-10-clean-install.html

when you get to page asking for a licence, click "I don't have a key" and win 10 will continue install and reactivate once finished.
