Windows wont statt i cant access bios or motherboard settings

That is the EFI shell. my guess is the pc is unable to boot off the hard drive and since there is nothing loading in the boot order, it goes to the shell (as sometimes it is last choice in boot order)

try moving hdd to another sata port and see if it changes anything
type exit and hit enter (maybe a few times)
resetting cmos on motherboard might help
